QUICK REVIEW:
I never cease to be amazed at how such large firms can generate such total chaos in various vertical markets. IBM got burnt years ago in the election business, and they are back again for more!! Their statewide VR work has been anything less than stellar. They continue to have problems in Florida and their work in Texas borders on the shoddy. They are too large, too wedded to formal methodology and project management and generally turtle-like in their ability to adapt and deal with a fast paced industry like elections. Can't you find some other federal system to botch and leave elections alone???
