Strengths

Easy to use, large clean screens.

Good in small to mid-sized counties (10,000-140,000)

Proven, mostly stable product.

Weaknesses

Old product that hasn’t been updated in 5 years.

Tech support spotty.

Lacks sophistication of larger packages used in large counties.

Many processes still have to be handled manually.

Database is Sybase SQL Anywhere–not well known and old version too.

1.0 Voter Registration

1.1 Voter Entry

No batch entry mode.

Duplicate voter check can be customized. (See fig.1)

Search is by Name and Address (See Fig. 2)

Unlimited Custom Fields.

Ability to hide addresses on individual voter records.

Clean Main Voter Screen.

1.2 Voter Reports

Many voter reports can be generated both fixed and ad hoc.

1.3 Voter History

Voter History for unlimited elections is maintained.

1.4 Streets and Districts

Can be used by street ranges or individual streets.

Precinct splits are allowed.

VR Sweeper module allows bulk changing of streets and segments (see Fig. 4).

Nice reports available in Sweeper module (See Fig. 5).

Sweeper allows a report of affected voters, streets. It also allows you to roll back the transaction if it was done incorrectly.

1.5 NVRA tracking and correspondence

 

Fully NVRA compliant.

Tracks changes to voter records (see Fig 6.)

Action Manager is the NVRA correspondence module – limited in function.

2.0 Pollworker/Poll Location Admin.

2.1 Pollworker Tracking

Allows defining of tasks and pay amounts.

Does not create export payroll file.

Tracks date of last class only (not classes and attendees).

Extensive search capabilities (See Fig. 7).

2.2 Pollworker assignment for election.

Supports rollover from previous election.

Allows ability to work away from home precinct.

2.3 Poll Location Tracking

Done as part of the precinct file. Each precinct has a voting location.

Does not allow consolidation per se–you can do this by entering in the same location information in to two or more precinct records.

Can only track supplies, etc. through customized user-defined fields.

2.4 Polling Location assignment for elections

If the precinct is in play, then the location associated with that precinct is in play.

3.0 Election Admin

3.1 Candidates

Entered in to VR Election module. No tracking other than name/district info.

3.2 Races

Races and applicable districts are entered in the VR Election Module.

3.3 Ballot Creation

Ballot style creation is automatic and can be updated as needed.

3.4 Absentee Processing

Limited absentee processing.

Does not allow the mailing of a 2nd ballot.

No use of bar codes on mailings.

3.5 Provisional Voting

Provisional voters are handled by checking the record, then recording the vote.

3.6 County Offices and Officials

No specific module exists for this.

3.7 Petition Processing

Weak petition module exists.

Line and page entry does not work (but it shows as there).

Does not track non-registered signers.

Signatures are not displayed on the main petition page.

No auto notification when sufficient signatures are approved.

4.0 SYSTEM ADMIN

4.1 Codes Setup

Done through VR Permanent Module. Limited Codes setup.

4.2 Security

Only 3 levels of security, including public lookup.

5.0 IMAGING

5.1 Signature Scanning

Batch scanning of cards clips signature, but does not capture entire card.

Signatures can be viewed with one click from main voter screen.

5.2 Other Document Scanning

Cards and other documents can be scanned and stored, but requires some setup on the part of the vendor. Not widely used.

5.3 Scanning setup and storage

Images are stored in Btrieve database file (an older method of storage).

Image files often stored on older Optical Media.

No desktop scanning is supported.

5.4 Pollbook or voter credit scanning

No automatic pollbook scanning is available. Only bar manual bar code wand scan.

6.0 REPORTS

6.1 Fixed Reports

150 Fixed Reports in various categories. (See Fig. 8).

Some basic parameters can be entered (active voters only, etc.)

Report writer is Crystal Reports (probably version 4 or 5)

6.2 Ad Hoc Reports

18 ad hoc capable reports. (See Fig. 9)

Ad hoc allows criteria based on History, Party, District, Precinct and Status (along with some name filtering, etc.).

6.3 Graphic Reports

None.

6.4 3rd Party Apps.

Crystal Reports or other ODBC complaint report writer.
