Strengths
Strong report module–allows custom placement of fields on report layout. Many printing customization available–such as page break, etc.
Extensive imaging products, including batch pollbook scanning software.
Weaknesses
Modules are not as extensive as the competition (Sequoia, DFM, election.com, etc.).
Weak on polling locations and elections setup. Many of the modules cover the basics but not much more. Good for medium sized counties, but not necessarily good for large counties (500,000 voters).
1.0 Voter Registration
Icon bar and standard Windows menu for main voter screen.
Basic search allows voter search only by name and address (partials allowed).
Advanced search allows use of more fields (birthdate, etc.).
Duplicate checks set on any number of fields. Set by system administrator.
Ability to create a voter "Sticky Yellow Note".
Up to 5 custom User Defined Fields.
Ability to turn on or off Required Fields (set by system admin.)
1.2 Voter Reports
Extensive NVRA tracking and compliance.
NVRA reports (monthly).
1.3 Voter History
Voter History storage is unlimited.
Can create back history for voters.
Voter history reports available, along with election participation reports.
1.4 Streets and Districts
Use of Street Ranges.
Manual or Automatic precincting of voters.
Utilities for street reprecincting.
Can run a precincting for entire county (goes through each record and correctly precincts each voter record based on address).

2.0 Pollworker/Poll Location Admin
.2.1 Pollworker Tracking
Allows bi-directional synchronization between voter record and pollworker record (this is a problem in security because changes make by the pollworker dept. changes the records in voter admin.). However, it does keep the records up to sync.
Pollworker search uses main system search form (not a custom, limited, pollworker search form).
Easy to use form for editing individual worker’s payroll information (allows applying custom amounts).
2.2 Pollworker assignment for election
Ability to roll over pollworkers from one election to the next.
Does not appear to have a training class tracking mechanism (only a last date trained field.
2.3 Poll Location Tracking
Limited polling place database. Does not have the ability to track supplies for
locations or any other advanced features as found in Sequoia, DFM, etc. All information such as disability access must be placed in a single NOTES field.
2.4 Polling Location assignment for elections
Ability to "roll-over" from a previous election.
No mention of the ability to "consolidate" precincts into a single locations.
3.0 Election Admin
3.1 Candidates
Maintained via the Elected Officials Maintenance screen. It has 3 main windows in it: the districts, the offices and the officials. Clicking on the district, it opens up a listing of the offices in the center box, and then when you click on each of the offices (if there are more than one), it shows the officials in the far right window box. All elected official information is maintained via. this screen.
3.2 Races
No information specifically on Races was found in the documentation.
3.3 Ballot Creation
Ballot styles can be rolled over from previous elections.
Ballot styles are created manually. They are not created automatically from entering in races and candidates and district information.
3.4 Absentee Processing
Batch system for absentee voting. You create a series of actions and dates and the system will produce reports and mailings based on reaching those dates.
Supports multiple elections.
Allows processing of "In Person" voters.
3.5 Provisional Voting
Nothing specific in documentation on provisional voters.
3.6 County Offices and Officials
There is a button on the main voter info. screen that shows all the current elected officials for that voter.
3.7 Petition Processing
Allows selection of applicable districts for petitions.
Uses the standard Rosetta One search fields for finding voters.
User defined rejection codes.
Ability to track unregistered names. You can then have statistics on unregistered voters for that petition.
4.0 SYSTEM ADMIN
4.1 Codes Setup
Extensive user defined codes can be setup.
System Manager utilities allow setup of codes, as well as functions specific to certain states. For example, Ohio has Nt’l Change of Address (NCOA) processing.
4.2 Security
Security is set from the Systems Manager Utilities.
Limited security that sets up basic access rights: Manager, Public, Data Entry. About 16 system functions are covered by security. The administrator checks as many of those 16 rights as is applicable for that user.
5.0 IMAGING
5.1 Signature Scanning
Comprehensive FASTSCAN utilities. Signatures can be auto clipped from the scanned registration card.
5.2 Other Document Scanning
Registration cards and other documents can be scanned either in batch mode with high speed scanners, or at the desktop.
5.3 Scanning setup and storage
All images are stored in Pervasive SQL database file. Index file allows
retrieval of specific image.
5.4 Pollbook or voter credit scanning
DIS has a module called SmartScan that provides complete batch pollbook scanning for signature update and voter history credit. This utility can be used with other VR packages as well.
6.0 REPORTS
6.1 Fixed Reports
Between 60-70 fixed reports. This is low as many of the reports are ad hoc.
6.2 Ad Hoc Reports
The ad hoc report module is one of the strongest features of this system.
Ability to create any number of custom reports. Allows users the ability to place fields on a report grid, including signatures. Fields can be arranged, sized as desired–including fonts. Users can filter data by any number of fields and criteria.
Custom labels and forms can be created (i.e. design your own voter registration card and printer the voter data on it).
Custom Household labels can be printed.
Limited export: DOS and ASCII text file formats.
6.3 Graphic Reports
None
6.4 3rd Party Apps.
This report utility is entirely custom written and avoids the necessity of having to use something like Crystal Reports.
